From the Editor's Diary......


My head was bent down, my fingers were holding a pencil and the pencil, trying to scribble out my story. But the fatal cold was numbing my fingers.
I was thinking 'bout my love. The warm summer we spent together.
Ten minutes before, whn I'd looked at the clouds, they were damp gray, but now they weere white. I was still wondering the synonym of 'exploit' when I realised that my desk was illuminated in several rectangular blocks.
When I looked out, the sun was up. The black iron fender was cutting its light into numerous halves.
The sun was incomplete. My story was incomplete.

Communication People are social being. People share their lives and thoughts with each other by talking, writing and by listening other people. We call this, communication. Modern system of communication makes it easy for us to talk to people all over the world and also to see what is happening in far awayy places. These are wonderful achievements and they have come about centuries of development. We use letters, telephones to communicate with people. There are other means also which are used to reach large number of people. Newspaper, magazines and books are read by lakhs of people. A conversation on radio or a show on T.V. or a video is heard and seen by lakhs of people. We call this, system of mass communication. Radio: People could get in touch with each other immediately by radio. In India, radio is still a very important means of communication. It is very cheap also. Union & State Government

India has 29 states and a single Prime Minister or President can’t manage everything. Hence each state has its own government. The Constitution clearly tells the matters (subjects) which the state government will deal and the matters which the union government will deal. For example, public health and sanitation is on the state subject list.  It would be silly if each time a minister had to fly down from Delhi to check on a hospital in Satara or Bajrangipur. ( Atharva, underlined ones are optional) The  Railways , Atomic Power, Border Security, etc on the other hand, are Union subjects. The reason is that these have an effect on the entire country.
